He actually meant “Offering an olive branch” or “Extending an olive branch“.
Where does the “Fig leaf” bit come from?
Andrew Marr confused an “olive branch” with a “fig leaf”.
The “Fig Leaf” is a modesty thing, worn over one’s privates (genitals), a la Adam & Eve.
If a fig leaf is covering one’s privates, “extending” the fig leaf is an interesting thought.
